Can anybody tell me if there is a website that helps to identify old road bikes by their parts or other identifying features?

I have this bike that is really puzzling me and I would like to know if it is worth the trouble to restore.

Classic suntour components, light frame, but nothing that is really identifiable...some idiot spray painted the frame, but I can tell that the lugs, fork crown, and rear dropouts are all crome under the paint. Any info would be great. I'm interested more in its age than make and model, I do have a serial number though if a frame can be identified that way without any info about the manufacturer.
