A comment was made about purchasing REI's Bear Attack spray for biting-dog defense..however, this contains only 1.73% of O.C. (Oleoresin Capsicum)...higher potencies of up to 17% (10x) are available...and will fit in your HALT bar-clip holder.
One source is:
I generally carry one on new routes...haven't had to use it and really don't want to, but I also don't want to be taken down either...(one of out local riders was taken down by a Mastif last week...fang marks were about 3" apart and about the size of a pencil)

i was chased by a pit bull nearly everyday for a couple of months on one particular route. i will say that the adrenaline sprint was quite a rush! i began to think the SOB was lying in wait for me. twice he actually grabbed onto my seat stay and while he didn't take me down, it was close both times.

finally, i decided i'd had it with this dog and i started carrying mace. naturally, the first two rides he wasn't there and i was actually disappointed. then, i got my chance. i was riding along and spied this dog lying under the porch. the usual method was to sprint like mad, heart rate up and pounding, adrenaline rushing around my system. this time i got out the mace, rode to a halt and let him come. when he got about 10 feet from me i blasted him full in the face and when he folded up on the road squealing, i blasted him somemore. i'm embarrased to admit it felt damn good! i stood there yelling at him, saying things like, "there you SOB, wanna play somemore"? "gonna think twice about running me down on the road next time aren't ya". i got back on my bike and rode around in circles waiting for him to get up and see what he was going to do. he got up and ran for the house and i have not seen him since. i think when he sees me coming he runs for cover. mace works.

he either was never home or never responded to my parked car in his driveway blasting my horn. i wasn't about to walk up to the door with that dog on the loose. ;-)
I suppose cops didn't do anything eithercyclopathic

but again if they did they would either shoot the dog or put it asleep (which I am sure PITA would classify as much more humane way to treat the dog then the pepper spray) It's amazing how effective this stuff is :-)
