2 q - Rack, fenders & a Bianchimr tornado head

I have a late '80's Campione D'Italia which I am currently using as my around town bike. Fenders are working great, time for a rack.

BUT: 1) I only have one eyelet by the dropout. Running the screw thru both will hold them, but do I trust it with any substantial load this way? (Fenders would have to be on the inside of the rack). My feeling is that I'll eventually shear the bolt. OK this way, or use cable clamps for the fender?

2) No eyelets on the seatstay. So far, a cable clamp is holding it well, seems to be pretty sturdy, but I worry if it'll hold up over time. Plus, it is plastic/nylon/whatever, so it seems like it's gonna flex side to side sometime. Am I unfounded in my doubts?
