Does any one know, is anodizing an electro chemical process like chrome or more of a chemical one like paint/

A plating shop process only. Although you can find web sites that offer to sell home size plating operations, it's not something that's practical for occasional use. If you want something anodized, go to a plating shop. If it's a bike part that's previously been anodized, it may cost more to refinish the old part than to buy an entire new one.
