I was given a 93 Litespeed frame but on one chainstay the wheel rubbed into it and then caused a stress fracture. I was wondering if it is possible to tig weld somer ti on to the spot and make the frame work again. Or is there another way to fix it?

Send it back to LS.
They will repair it for a nominal charge (or they used to)
Even if it costs you a few$ once its repaired, it will still have lots of life in her.
Also, LS will recondition it, new decals etc.
It'll be like new.
Enjoy.

When welding titanium it has to be completely shielded from the atmosphere. this can be done in a box with glove holes where the box is completely filled with an inert gas. Normal welding procedures that are used on steel or aluminum require a less pure enviornment.
