are you supposed to wear your shorts under them?

So you can take them off if you get too warm. For inbetween temperature days you can buy knickers that have pads where the leg length is just below your knee.

If memory serves, I have seen full length tights with pads also but I can't remember where. You may just have to check the on-line catalog outfits.
Some do, some don't. If they don't, wear your shorts under. nmMB1

Performance, Nashbar, REI... they all have padded tights.

Personally I prefer wearing padded shorts under unpadded tights so I can take the tights off if it warms up. And I use lightweight tights so I can just wear two pair if it's really cold in the morning.

Layers are good.

These are my favorite article of bike clothing. Road tights by Fox Racing, they come either with or without chamois pads. I have two pair with pads which I greatly prefer to layering. With these tights I never seem to be too cold or too hot, and they just make my legs feel GOOD. I ordered mine through my LBS.

Nashbar makes a great bib tight, either padded or unpadded (although why anyone would want an unpadded BIB tight, I'm not sure). I wear these because in winter it doesn't warm up here (NE Florida) during my early-morning rides. But if it's not too cold, I'll put on a pair of leg warmers that I can peel off if necessary.
FYI, Bellwether, ShaverSport, Pearl, Santini, Nike and others all make tights. Check your fave online store.

Just bought a pair of Santini Bibtights from bikejerseys.com. Have stirups and no zippers, can't be used as knickers, that is what the zippers will do for you and they are Roubaix wear, very warm, w/chamois. $75
