How can I keep my frame dry (tips and hints on cleaning frame)and free of rust?

James, There is a product called Wiegles(sp) Frame Saver. It is sprayed inside your frame to prevent rust. If your frame is steel, I highly recommend this. As for the outside of the frame, Put a good coat of automotive wax on the frame. It will help keep it clean and will also make cleaning the frame much easier.

Frame saver is good stuff. one can is enough for 3-4 bikes. I spray a little in the bottom bracket shell after a wet ride. Also beware of bringing a bike from cold temps. into a warm building. Condenstion can form in the tubes.
