I want to change the stem on my 2000 Cannondale R600. The bike came with a 1" threaded headset. What I decided to do is to get a 1" threaded to threadless converter and buy a threadless stem. Anyway, I got the converter at a LBS and it doesn't fit!! The 1" part doesn't slide down into the headset.. Does Cannondale use some proprietary headtube that's got a diameter of less then 1", or is the converter a bad one? Thanks!

If your adapter's quill reads 25.4mm, or one inch, then it's too large to fit in a one inch headset. The quill that fits a 1" headset is one that reads 22.2mm, which is the internal diameter of a 1" headset. The 25.4mm is the internal diameter of a 1 1/8" headset.
