IMHO all fit systems just give you a ball park measurement and a place to start. All the systems are based on averages and you have to adjust from there. Some frame builders go for a short spin with a new client so they see how they ride and note their pedaling style in order to determine the geometry of the seat tube. I've run into guys who can size you up by just looking at you as they have been doing it for so long.
I think the kicker in your question is the word "best". "Best" just might mean who sizes you and if they know what the heck they are doing. You can't eliminate human error.

All of the Serotta certified fit technicians go through an extensive training process at the factory in NY. Ultimately it comes down to the person doing the fit, but the Serotta approach comes the closest to being systematic and minimizing the human error. Some will even have the "Size Cycle" which allows the fitter to dial in any geometry, either custom to fit your body or work with an off the shelf frame and just move the bars/stem and seat around.
