i heard paul sherwin using this "term" during the Giro coverage, but they never explain what it is. is it something to start a fire with?

it must be a type of paper you use to light a pilot light?

At least with Phil, we know what a limpet is....

The instructions on British fireworks used to read "Light the blue touch paper and stand back." Often used in the context of someone about to make an explosive effort, or about someone with a temper.
