Couple of questions. #1 I want to start racing this season and I don't know if I need a license to race cat 5 or not. If so how do I obtain one? #2 I am going to be building up a bike this spring I will start with the frame but I am not sure how much/little a decent frame should weight, any sugestions will be appriciated.

It depends on how many races you might want to do. If you think you'll do at least 4 races, download a license application at this site: http://www.usacycling.org/membership/
If you only plan on doing 2 or 3 races, most races offer a 1-day license for $5 when you register.
I'll let other people duke it out over frame weight.
