If I go from a 44cm to a 42cm bar does that effect the effective top tube length (stem length) ? Is there a calculations one can use to show the effect this has on stem length ?

I was using a 42cm on old bike and went to 44cm on new bike and offseat climbing on hoods just does not feel comfortable.

Geometrically, the 1 cm/side difference will make almost no difference in TT/stem length (less than 0.01 cm for a 60 cm arm - if I did the math right) -- (60*60 - 1*1)^1/2 = 59.99cm. But each hand will ride 1 cm inward - so the fit issue is whether your arms are straight/perpendicular relative to your shoulders - I think.
