What are some suitable road racing bikes that come with rack eyelets? Nothing way expensive, $1500 max.

Trek 2200 is a sport/light touring bike with rack eyelets.
generally "racing" bikes are not expected to carry a rack and won't include eyelets.
A custom builder would be happy to make you a bike with racing geometry and whatever braze-ons you desire.

Rear dropouts on an OCLV come drilled and tapped for hanging stuff. I wonder if the USPS bikes have this?

Or you might not need them... Blackburn makes a custom eyelet kit that lets you use a bike (like my Lemond Zurich) with a cutout where you can slip in this threaded grommet:

Or you can use a P-Clamp from a hardware store that might serve the same purpose if you don't have a cutout.

I have been looking at the 2200 actually, and I think it will work. I do a ride every year 500 miles on the coast of California. I have a century to ride this September, and plan to get in to racing.
