I have always used 700x23 IRC tires,is there a huge difference in weight or ride quality if I go to a 20? I am doing a 600 mile tour in July, and am looking for tire suggestions, its fully supported so I won't be carrying anything,I'm 140 lbs. and ride a Litespeed Arenberg frame.

The weight difference will be slight but you will roll slower in the 23. But it is a comfortable size between the 20 and 25 mm wheels since the 20 will be a little stiffer. I am not an expert on tires and I have not ridden on 700x20 at all to give a true comparison rather than just knowledge of the dimensions.

Technically you will roll faster in the 23 than the 20, converse to what one might expect. The aerodynamics however will be slightly poorer. It's all of totally academic interest anyway... go with the 23's, they're more comfy.

Honestly I am unable to tell the difference between 20 and 23. I am very light, however, and ride an extrememly stiff bike. At 140 I doubt you will be able to tell much difference.
