|"Best" is a relative thing. What's your level of experience? What are your riding objectives? Will you depend on a local bike shop for support? The big names all have bikes in this price range. You might want to survey their sites to get more familiar with their products, and of course, what people say in the survey section here can be useful, too.
That said, if you're working with a LBS, the Lemond Buenos Aires would fit your budget and leave you a couple hundred bucks to buy pedals, computer, bottles, etc. It's Reynolds 853 with Shimano 105, weighing in at just under 20 pounds. Check them out at www.lemondbikes.com.
If you're willing to do mail order, www.gvhbikes.com offers great bang for the buck, though I don't personally have experience with them. Their web site offers KHS Flite 800 Reynolds 853 bicycles w/Ultegra 9spd STI for $1295.
