If I have a triple Shimano Sora setup (53-42-30) can I put a 39 ring on it or will it not be able to make the shift?

I think it depends on how picky you are about shift quality. Shimano lists different part numbers for double and triple chainrings and you will be mixing sets. Sometimes road triples are a little tricky to get set up anyway so it could be a "bear" to get working adequately. My guess is it will work, just not as nicely as a stock set up.

a few years ago I had an Ultegra triple; I replaced the middle 42 with a 39, and it shifted better, even without the ramps and pickup pins -- the jump from the granny wasn't so big.
