I came a to a stop the other day and clipped out one foot to cross an intersection. I noticed while I was waiting that I could turn the wheel directly into the path of my foot (while my foot was in the 3 o'clock pedal position).

Is this normal? I know it should never happen on a mountain bike as the sharp turning radius of a MTB is crucial, but is it okay on a road rig where you steer as much with your hips as anything else?

Yes, pedal or toe overlap is common as you do the majority of steering by shifting your body weight at speed.
