My last set was some Icon sterling bars and they measured 46cm center to center. It seems like everyone else's bars are measured outside to outside. I am looking for black bars with anatomical drops. Anyone have any ideas for me. Can't seem to find any anywhere.

Salsa measures their bars center-to-center, and offers a 46cm in the Pro Road, Bell Lap, and Moto-Ace bars.

It is a very good bar, nice shape, good value, and they do measure from center to center as stated.

...Nashbar has some 7005 alu ones on sale for $18 in 42,44, 46, 48 and 50. I just got some 50s just to try 'em out. They're WIDE!

They have some cheapies ($18 or $20, I think) up to 50cm. Can't remember if they're measured c-c or across the outside, but if you need wider ones, just go up a notch.
