Steamroller Brake Question - Surly Owners Please HELP...ss-nyc

I am just about to take the plunge and get a Steamroller. I just have not been able to get an answer on what tires can fit with what brakes. Surly claims you can fit a 700x38 if you use long reach brakes but I have never found anyone that uses more than a 700x28 tire and that is usually with a short reach brake but this does not seem to make sense. So the questions...

- What is the largest tire anyone has fit using a short reach brake (like 105, Ultegra, or Dura Ace)?

- What is the largest tire anyone has fit with a long reach brake (like the Tektro or newer Shimano A-550)?

- Is there a tire clearance difference from the front to the back?

I have a set of current model Ultegra brakes I would love to use for the front and back but want to make sure I can get a 700x32 tire to fit. Does the Ultegra caliper have enough room when mounted on the Steamroller?

I was under the impression that long-reach brakes were not made to accommodate the tire width/size, but the distance between the brake mount on the frame and the mounted wheel rim. some frames (cross-check, steamroller, touring bikes, etc.) are made such that the distance from brake mounting bolt to rim is in excess of that serviced by standard brakes, and thus long-reach calipers are used.

my steamroller has seen 700x25s at most, with clip-on fenders. i'm using shimano rx100 brakes, which came with the build from excel sports.

I had an ultegra frt brake on mine and was not able to get the 700x30 michelin cyclo-x tires to fit without interfering with the brake. surly's suggestion was to use the a-550. I ended up just ditching the brake. I think the widest that would have fit with the brake I had was a 28.
my .02-keep the ultegra brakes and go with some conti top touring 700x28s or similar.

Specs:
32cm bonty cx tires
front brake is old diacomp
rear brake is dual pivot RSX
I went back to 25cm tires on the Surly. saving the 29er for the fatties.
