My cross bike is equipped with Froglegg brakes, and they work very well normally, but today I did some wet weather riding, and I had no braking power. Is this an adjustment problem, do I need different pads for different conditions, or is braking always really crappy when wet? Thank you! Oh by the way, the riding was done in snow.

Uhhh, yeah. Braking in the snow is always about p!ss-poor. Unless you're running discs that is...

Its the nature of the beast. No need to do anything except be careful.

get the Salmon Red pads. they'll help a tad when wet, but that's about it. water on the rims equals no stop, brake early to dry the rims.
