|What is the proceedure for using tubular tape? cyclocrossworld.com says "...don't let the glue dry.." Is that to say, after final application of glue, don't let it get at all tacky?
Also, how many of you etch your rims prior to base coat?

|No, they mean don't let the glue dry completely (12+ hours) as you would normally do with a tubular. Let it dry till it's tacky, put down the tape and the install the tire (also with a layer of tacky glue on it) If your rim has a very curved bed to it and you're using a fatter tire might not be bad to put down two layers of glue (allowing the first to completely dry)
I don't etch or sand my rims. Not necessary. It is however extremely important that the rim surface be clean and completely free of oil. I clean the rims with a rag and acetone and let them completely dry before applying the first layer of glue.
