The discussion on brakes and boosters got me thinking about a kind of brake booster you used to see on MTBs about ten or fifteen years ago. This was an arch that fit on your fork with canti brakes, and it had a built-in cable stop at the top. I haven't seen one of these in a dogs age, but I'm thinking I could use one, to move the cable stop from the head tube, to a place where I could put in a workable barrel adjuster. ANyone know where I could find one of these?

Haven't seen what you described, but if you can't find it, you could always use an inline barrel adjuster. I've used the Jagwire versions on a number of bikes, and they're very good. They come two to a package for about $9, and if your LBS doesn't carry them, they're in the QBP book.
