this may seem like a dumb question but i am a newbie to the sport, i have a pair of v-brakes lying around and i was wondering if there is any way to use them with drop handlebars, do the brake levers on drops work with v-brakes?

They do work, but you need to get a ratio adaptor to sort the amount of cable pull out. Travelagent is one, there are others around. LBS should be able to sort you out no problems, and it ought to lost you not too much.

Tektro BMX mini v's work with STI levers. They run about $40 for the set.

Is there a limit to what size tire can be run with the mini Vs?

You might look into Dia-comp 287 brake levers. This would require bar-end shifters. I use them on my MTB that has drop bars and V's.
