What's the tightest fitting 700c tire and/or rim?Latex lover

I want to try Stan's no-tubes system (www.notubes.com)for 'cross, to try and find an edge. Others before me have found it hard to not get the tire blown off. This is usually due to a loose fitting tire, 700c with it's larger rim is more sensitive to that.
So now I'm looking for tires with a shorter bead than usual (harder to get on/off the rim) and rims with a slightly bigger circumference than usual.

I hope you guys can help me, I've only tried 3 very loose fits so far: IRC, Michelin and Hutchinson wire bead.

I tried Stan's on my cyclocross bike and when I finally got it to seal, the tire still rolled off at about 50 psi (I usually run about 35 w/ tubes). I personally wouldn't reccomend it after that experience, but whatever floats your boat. Oh yeah, I have Velocity Aerohead rims and Specialized Tri-Cross kevlar beaded tires.
