Colorado Cyclist sells a Deda Magic in a 73 degree model that will produce a 107 degree angle when flipped over. The stem angle will be about 34 degrees above the horizontal, which is pretty steep. This will raise the bars nearly 5cm, compared to a common 80 degree stem. The horizontal length of the stem will be nearly 20mm shorter when flipped, so take this into account when selecting the length.

Many models are avilable with an 80 degree angle. When flipped to produce a 100 degree angle, the bars will rise about 3.5cm (for a 110mm stem). The horizontal length will be about 10mm shorter when the stem is flipped.
Try the Specializedglia

Specialized makes a nice and cheap stem for the oversizes bars that can be adjusted from -16, -8 to + 8 and + 16 degrees. That's ll give a nice rise and allows your frind to eventually settle in lower. At $29.95 it's a bargain!
