This may not answer your question... but normally you just pound it down further to get it out of the way.

or even pound it clean out till it comes out the bottom of the steerer tube.

Using a long socket extension and a hammer, I've knocked star nuts out of the bottom of the fork.

I used a drill with progressively larger bits to remove the threads of the starnut. Once you have removed enough metal, the flanges can be removed pretty easily.

I had to do this because the bottom of the steerer tube was restricted by a 1/2" hole on the underside of the crown.

I think I got this tip from Zinn's book...
