Are these road or mtn hubs? Good deal?innergel

I saw a deal on icyclesusa.com for White Industry hubs for $39 a pair. This seems too good to be true. Are these road or mtn hubs, and, aside from a rim and spokes, what else would be needed to build these into wheels? I have both a road and mtn bike, so an extra set of wheels for either/both bikes is appealing.

Here's the description (the link is too long to post):
These hand polished, made in the USA hubs are 32 hole and take a standard rear skewer while taking a 20mm through axel in the front. These hubs are compatible with standard 3 bolt discs. However they can also be used with V-Brakes or Canti's, and are compatible with 8 and 9 speed Shimano cassettes. Skewer and through axel sold separately. We also sell the matching RockShox disc brakes and rotors for these hubs.

The key is the 20mm through axle for the front hub. That requires a special fork. Won't work with what you have because if you had a through axle fork you'd know it.
I knew there was something I was missing - thx (nm)innergel
