I have several toasted xt rear derailluers and wondered if I could put one of there long cages on a shimano road derailluer? for a touring commuter bike.

you could,but the large cog capability will still be determined by the road derailers paralleogram. The long cage will alow more chain wrap, but you get around that with a short cage by not using the smaller cogs when in the granny if you have a triple setup.

Generally swapping cage plates can't be expected to work as Shimano has changed the fixing method a number of times over the years. There is also no real advantage unless you are trying to modify a pre-97 Dura-Ace derailleur since triple road derailleurs are easily avilable to suit all other shift levers. (BTW, M900 XTR cage plates should fit DA 7403 derailleurs.)

Large cog size is only partly influenced by the parallelogram; I've used XT/XTR with 11-21 cassettes and DA 7403 with 13-30 and 12-32 with no dramas... (YMMV)

Russ is right that short cage will work with a triple. I currently have a DA with 46x36x26 + 12-21 and an Ultegra with 49x38x26 + 13-26. (The Ultegra has worked with 48x38x24 + 13-30 too.)
