|Since nobody seemed to like my suggestion about the Dremel and rim cleaning I thought I might offer this:
Veloflex Pave clincher tires are the only tire I've found that can take a Rema patch on the inside of the tire effectively repairing a puncture wound that otherwise would require booting, providing it's a small hole in the tire carcass.
P.S. I stand by the quality of my rim surface method regardless of what others have said here.

|I've repaired all sorts of tires with Rema patches and non-rema patches. Just clean the spot to repair, scrape it up, slather on the glue, let it sit for 15 min, slap on the patch, ride.|| |
