Most cantis have springs that return the brake arms. Either your springs are shot, are not seated in the small holes on your frame/fork, or there is too much resistance on the cable to allow the return springs to work properly.

Most of the newer ones have an adjustment screw on at least one arm that equalizes the return spring force. If you can find one, dabble with it until the brakes move together in both directions.

First, remove all brake components.
Grease the cantilever posts.
Mount cantilevers, with spring in the same hole each side.
Mount cables.
Set brake pads so they are even, and both hitting the rim without hitting the tire.
Set cables to proper settings.
Adjust the little screws on the sides of the cantilevers until both return at samr rate.
