I was looking at a friends cannondale (road) tandem and noticed that it had a ultegra front derauler and an xtr rear. I was wondering why this is so?

Depends on the cogset choice. Wide spread requires a longer cage.
Pretty much standard tandem fare.Spoke Wrench

The road front derailleur is necessary to clear 52 tooth road size chainrings. The mountain rear derailleur is necessary to clear 32 or 34 tooth mountain bike cassette cogs. The vast majority of road tandems come with that configuration.
