|No. The rim's actual diameter is different. So the tires won't swap with each other.
You can get narrow tires for a mountain bike rim, but they are just going to be 26" x 1" or 1.5" but not a 650c tire.

|You will find a hyphenated designation like 23-622. This is the definitive size of the tire. The first number is the width, and the second number is the tire bead diameter. You can only swap tires that have the same tire bead diameter. You'll note that 650, 26 X 1&x/y and 26 X 1.x all have a different tire bead diameter.
