It doesn't seem like much difference.
Couldn't I simply pry open the clamp a little bit??
I think the Ti can take it...

The answer would be maybe... if you can take the whole clamp off to install the bar it won't be a problem. But some mountain stems, if they don't have a removeable face plate, may not make the bend around a road bar. I think that is what you will have a harder time with. After that you should be fine.

I think that Nitto makes a road bar sized for 25.4 clamp. If that is the case, I would rather go in that direction.

It still won't solve the problem of getting the stem through the bends of a road bar. That is the only problem he's going to have with a Ti stem. It's not if the clamp will spread far enough, it will (you may need a longer bolt though) but if you can get the stem around the bars. Mountain stems have a wider clamping area than road stems. If you can't remove the face plate, you may not be able to squeeze the bars through the stem, making the clamp diameter of the road bar pointless. He was asking about using a mountain stem with a road bar. So that's the big issue here.

The gap will be less than 1 mm wider and the titanium bends very easily. One of the Ti stem sellers, I think it was Specialized in reference to using their Ti MTB stems on the (then new) Easton carbon road bars, even said it was OK to remove the bolt and open a Ti stem enough to mount the bars without taking off the levers.

had same situation with you with the old cinelli eubios having a 26.4cm diameter as against 26.0 stems. I used a four bolt open face stem. I torqued the screws ever slowly and evenly( couple of turns per bolt at a time) so as to make it clamp evenly. Have not have any problems, though I refrain from resetting them again for fear of stripping the screw threads.
