What are the best 23x700 tires for commuting? I seem to be getting alot of flats, thorns, glass, ect. thanks for any help.

if the tires are being solely used for commuting i'd probably go a bit bigger, like a 25 at least. i'm always partial to continentals cuz their casing and rubber seems flat out more durable than anything else out there. Either the gatorskin or the grand prix 4 season should do you well imho.

Try the IRC Triathlon Duro 700x25c (actually measures a little under 23 mm width). These are cheap and have a Kevlar belt. Nashbar has them.

Conti Gatorskins. They are fantastically puncture proof and not dead on the road. If you want a nice fast tyre can't go past Veloflex Paves. They are half the weight of the Conti's, beautifully made and pretty sturdy as well. Not as puncture proof as the Conti's but a much better ride.
