|I have a good fit on my bike, but the handlebar just seems ultra low to me. I get a lot of neckpain on long downhills (which is somewhat normal i'm sure), but I feel like i'm reaching far...
Should I change the stem? How so? to which type?
Or is this a handlebar issue?

|But you could flip your stem so it is angled up.
More than likly your steerer tube has been haked off but if you get a new fork you can raise your handle bars buy adding more spacers.Unless you have a quill stem then you could just raise it(of course you could not flip it around though)!

|Take some measurements and repost. Measure from the floor to the top of the saddle and from the floor to the top of the bars to get a saddle to bar height difference. 8-10cm is all that most folks can stand.
Check the clearance between your knees and elbows when riding in the drops with your fingers within reach of the brake levers. Any small amount of clearance is OK. Some folks ride with a small amount of overlap. If you have lots of clearance, feel free to try a shorter stem.
Another contributor to a "too low" feeling is incorrect placement of the brake hoods. I've seen lots of photos on this site of bike with high rise stems and/or many spacers and the brake hoods dropped so low that it cancelled out the rise from the stem and spacers. The area where your palm rests should be angled upward as much as 15 degrees if using shimano. Campy hoods should be level to up as much as 5 degrees. The campy levers don't work well at more extreme angles - the reach to the brake levers will be too great.
Neck pain may be totally unrelated to bike fit. It may be a lack of fitness. Try neck strengthening exercises. Clasp your hands behind your head, bend your head forward, apply pressure with your hands and slowly straighten your neck against the applied pressure. Repeat 5-10 times, 2-3 session a day.
