I AM A NEW ROAD RIDER ON A VERY TIGHT BUDGET. I PICKED UP A FUJI SAGRES ROAD BIKE AT A YARD SALE FOR $15.00. IT HAS OLD SIDEPULL BRAKES THAT DO NOT WORK VERY WELL. IT IT WORTH MY TIME TO UPGRADE TO TIAGRA DUAL PIVOT BRAKES?

Try scuffing up the old pads with sandpaper and cleaning the rims. It will improve your braking. If you want more improvment, try new pads. They are a lot cheaper than new dual pivots. Dual pivots work better than side pulls but properly adjusted side pulls work fine.

...good points, and worth trying,but some of the real cheap ones can be pretty worthlesss.Old cables and casings could be full of rust or crud,and levers full of spider eggs.
