Cutting a Carbon Steer tube??ren-man

I'm new to the site but searched the archives and didnt find anything related. I apologize if this is covered before. I need to cut a carbon steerer tube and want to do it my self. What tools are needed to do this? Mainly what kind of saw? Also I saw something on limited spacer height of 2.5 cm. Is this right? Thanks for the help.
