What's the difference beside the weight savings? Does CF ride smoother and can you really tell the difference? How much weight can one expect to save by going CF?

The two differences are price and weight. The steerer should not make any significant contribution to the ride.

Forks with aluminum steerers (and sometimes crowns) are always cheaper. The weight savings varies, but it is small, on the order of 50-100 grams.

CF steerers tend to have a smaller limit on the number of stem spacers that can be used, usually something like 2.5cm.
