General rule of thumb- what distance should the brake pads be set from the rim on a road bike?

Brakes are set by the feel of the levers, not a specific distance from the pads to the rims.

Some folks like the brakes to grip at the slightest touch of the levers, while those with small hands may prefer that a fair amount of travel is required before the braking action begins.

However you set them, the levers must not bottom out against the bars under hard braking.
