i found the squeak was caused by the cleat rocking on the front to back axis of the pedal with the rubber pad on the cleat acting as a fulcrum. to fix this, the cleat needed to stay flat and not rock.
cinch a regular plastic tie around the widest part of the pedal behind the axle at the point where it has the most surface area. remove the rubber pad from the cleat.(otherwise you won't be able to click in) the plastic tie will stop the rocking of the cleat which causes squeaking when the front edge of the cleat rubs on the inner face of the pedal/cleat contact area.
