Can anyone tell me the recommend time/mileage life span of a carbon fiber steerer fork? If it makes any difference it's a 99 LOOK HSC.

There are way to many variables, including your weight, your riding style, the nature of the roads you ride, the fork itself (generally and specifically), and the fact that there is no published data on this for any brand or model of fork. The answer is to inspect the fork regularly and replace at the first sign of cracking (not paint cracks, but cracks that go through the paint). I weigh 180-185 and have about 45K miles on my Time Equipe CF fork with no signs of fatigue.
