700c for training and rough roads. (180lb rider) Keeping cost in mind, I don't want to spend a fortune. Thanks.

Chorus or D/A hubs with Mavic CXP-33 or Open Pro rims and DT spokes. Durable, efficient, and a decent price. Boutique wheels will cost you lots more.

How about D/A, Record or CK hubs, 32/36 drilling, CXP30, CXP33 or Ambrosio Focus rims, DT Swiss spokes? You can't break a wheel like that. Riding, anyways...

I have had Mavic Classics Pro, same as SSC, for many seasons. Never trued even when I weighed 185 and crashed them, put them in many potholes(ruined tires)and have many thousands of miles on them. They are on the heavy side at 1850 grams, but for training/everyday use they are perfect.
Plus if you ride the Paris-Roubaix, they are perfect!Spunout

Hard to find in NA I think, but look on velostore.com (French) for good deals.
