|looking for hard-set track glue. The type that wont soften under high heat. I understand it is somewhat permanant, but this is for my race-only wheels/tires. 8 years, no flats on tubulars (in races at least)
Ive heard that normal glue has appeciably more rolling resistance, just figured Id try track glue since its going on tires that never get changed in a hurry.

|I think you mean Fast-tack by 3-M.
Try an Auto supply store. It's made for attaching rubber door seals to metal. Don't expect to shift your tires around at all when you mount them. You have to get it right the first time.
You're right about rolling resistance, but for track use, I don't think it would be worth it.
