What's the difference?(the full carbon fork cost 100$ more)
Which one is safer? IS there a limit to the number of spacer i can put on full carbon fork

Assuming that you are looking at the same model fork, the carbon steerer will be lighter and as safe and durable, according to manufacturers. There are limits to the stack height, though. Check Velonews and Zinn's article on the same topic, very informative.
