I'm changing cassettes, 12-27 to 11-23, do I need to remove any links? If so, how many? thanks

Reducing the smallest cog by one tooth only reduces the minimum chain length by 1/4". The minimum that can be removed from a chain is 1". If the chain is set to the correct length now, then no change is needed.

The chain length should be set with derailleur in the little chainring and smallest cog. The chain should apply enough tension to swing the lower idler pulley down and keep the chain from rubbing on itself as it passes under the upper derailleur pulley. The chain should never hang loose in this gear combo. This chain length will allow you to use any cassette within the derailleur's capacity.
