|I'm looking for a 700x23c tire costing < $20 that has no kevlar belt and black carbon tread (no multi-color) which is slick or almost so that is resistant to flats and has a long life. I would prefer a kevlar bead but understand that, at this price point, I'll probably have to use wire. Any recommendations?|

|That's a tall order. The closest I can come is the Michelin Axial Carbon. Yes, it has yellow stripes, but some carbon in the tread, no kevlar belt, it's slick, has a kevlar bead, and comes in just over your price point at $25 from Lickton's.
I've ridden about 2,000 miles on a pair with one flat, and that was unavoidable (something huge and nasty that really put an enormous gash in a rear tire). A few small cuts, as you might expect, but they tires are holding up, and I weigh 190+. They ride well in rain, and they're comfortable and inspire confidence on descents.
I'd be surprised if you could do better...
