Campy 8speed Shamal wheel? This is the older silver version,
My friend has a set that he no longer uses that I would like to use.
Please help as this would be an awesome deal (FREE)

There is no compatibility in the spline patterns.

A kit is available from brandfordbike.com to place nine 8-speed campy cogs on the cassette body, with campy 9-speed spacing.

A campy 9 speed cassette body can be purchased that will fit the campy 8 speed hub. Nine loose campy 9-speed cogs could be placed on this cassette body with 2.57mm spacers to produce shimano 4.32mm cog spacing. This would be way too expensive.

Another approach would be to rebuild the wheel with a shimano compatible hub. Wouldn't be worth the trouble and expense either, IMO.

So nine loose campy cogs will allow me to choose gears to create a straight block 12-20 for criterium racing?
How expensive are we talking about? what will a Campy 9 speed cassette body, 9 loose cogs and spacers cost?

Shamals are not a common crit wheel. Too heavy to work efficiently with all of the speed changes.

A good crit wheel should have light rims, not heavy ones.
