Just about to build up my new ride - waiting for UPS!. When installing front derailleur - clamp style Ultegra. Is it proper to clamp on bare metal to metal? It's a steel frame. I was thinking of lineing inside of der. clamp with a bit of gaffers tape-or am I being ridiculously obsessive about paint job? I've done this before, but never on a brand new frame. Also I remember putting on an XT front on which had a bit of rubber on inside of clamp-Ultegra doesn't.

If anything, you want the front derailluer to mar the paint a little bit. You'd like to really cinch it down and get it to bite into the paint a tiny bit.

Yep. Used tape under a clamp.No problems,no issues,no marred paint.

Cotton handlebar tape inside the clamp of the front d. on my Atlantis, then trimmed carefully so it didn't show. I knew I didn't need it, but I did it anyway....
At least I didn't color-coordinate it. Black is what I had, and black is what I used.

If you want to protect your paint, do what frame builders have been doing for decades - put a layer of grease on the inside metal surface of anything that clamps to the frame. This will allow the part to slide in place, reduce paint damage, and insure that there is no rust if you do cut through the paint.
