Check out this site.

http://www.parktool.com/repair_help/lever.shtml

About halfway down the page is a section titled:
"Dropbar or Road Bike Type Brake Levers"

The pictures & descriptions are better than I can do.

Process:

-Remove Bar tape from old bars
-Remove brake levers from old bars See picture in Parktools for location of hex nut.
-Remove bars from stem
-Install new bars on stem
-Install brake levers on new bars
-Re tape bars.

Once you locate the hex nut for removing & tightening the brake levers it's pretty easy.

You'll probably have to completely disconnect the front brake. If you're careful, you should be able to loosen the stem clamp and move the bar from side to side enough to carefully slip the levers off without having to disconnect the other three cables.
