Who makes a quill stem < 90mm?gemcity

I'm trying to get my wife a better fit on her bike. She currently has a 90 deg X 90 mm quill stem. She wants her bars to come up and back.

I can find 105 deg X 90mm, which buys more up but not much back. I don't see anything shorter. Who makes a quill stem like that?

There is probably a reason why I can't find them. Will a very short stem give sketchy steering? Or, is it just an odd (un-profitable) size?

I've seen sizes as small as 60mm.

Nitto makes quill stems as short as 50mm.
And they are quite tall, which will help raise
the bars. They are sold by Licktons, among others.
